Forest? Nah. Bandits like them inhospitable places. All territorial and gang wars like that. There are bandit camps all over the desert but even cannibals like them need somethin' ta wash breakfast down with. Heehee! They know this is the only water for a while. But stayin' means minglin' with infected. They're crazy but they ain't dumb.
